new this morning, an officer involved shooting overnight leaves a man in serious condition. d.c. police say officers responded to a domestic violence call around 11:00 last night on 13th street in northwest. when they arrived, the suspect attacked an officer with a knife. the officer received two puncture wounds to his back and was treated at the hospital and released. the victim was shot in the head by the officer and is in serious condition at the hospital. he will be charged with burglary and assault of a police officer. a powerful earthquake rocks the south pacific. there have been more than a dozen strong aftershocks in the last few hours. it caused a small tsunami to slam into the solomon islands killing at least five and damaging dozens of homes. the quake also caused tsunami watches across the pacific overnight but they are all canceled now. a big story another budget deadline looming

on capitol hill. >> lawmakers have less than one month to come up with a deal to avoid billions and billions of dollars in spending cuts which could have a major impact on jobs in our area. melanie alnwick has the details. >> good morning. no doubt this subject is going to come up later today when president obama heads to annapolis to meet with senate democrats during their annual retreat. the president is once again pushing for a short-term deal to avoid these budget cuts. congress must find $85 billion in deficit reduction somewhere by march 1st. otherwise, pentagon spending would shrink by 7.9%. domestic spending by 5.3% and medicare would take a 2% reduction. the president prefers an option that raises more money by closing tax loopholes. republicans want to stick with spending cuts only. a study by george mason university estimated that

448,000 jobs in d.c., maryland and virginia could be affected by automatic indiscriminate budget cuts. business leaders and local congressmen are concerned about the impact on our economy. >> and sequestration will hurt not only the defense side but the non-defense side. my committee funds the f.b.i. there will probably be furloughs at the f.b.i. there will be furloughs potentially at the national cancer institute, at nih. this thing has ramifications for defense and non-defense. >> reporter: the cuts were originally scheduled to kick in january 1st because congress couldn't grow on a broad package to reduce the deficit several times in 2011 and 2012 in excomping for republicans agreeing to raise the debt ceiling and they were pushed off again during the year-end fiscal cliff negotiations. why another short-term deal? the president seems to believe that wear just going to buy a little bit more time that maybe congress with finally come to

some resolution on a larger package. but for their part, republicans are saying perhaps maybe now it is time to pay the piper. back to you. >> thank you. in our top stories, a partial win for virginia governor bob mcdonnell's plan to overhaul the state transportation funding. yesterday, the senate deadlocked on a deal while the house approved a $3.1 billion transportation proposal. at the center of the bill getting rid of the 17-cent gas tax and replacing it with an increased sales tax. senate can now amend or kill the house version of the bill. virginia is joining maryland and d.c. with a ban on texting behind the wheel. senate and house lawmakers have approved bills that would make day primary offense meaning you can be ticketing for texting and driving without having to be pulled over for something else. a first offense would carry a fine of $250. the second offense, $500. coming up next, they were teachers and administrators who turned into heroes without hesitation.

south maryland governor martin o'malley is testifying today in annapolis on gun control reform. the measure includes improvements to maryland's mental health services as a way to prevent violence. the 2012 presidential citizens medals will be awarded to the six educators killed in the shooting at sandy hook elementary in flutown. family members will receive the awards during a ceremony at the white house next week. the principal, school psychologist and four teachers have been credited with protecting the children during the rampage. we are learning more details about an alleged alabama captor's private moments. the fbi says jimmy lee dykes engaged in a gun battle beefs he was killed. during the raid, 5-year-old

little systems, not going to amount to much. it has gotten cold. most of it is dipping close to the freezing mark or under it. 31 in quantico. to the north and west we go, frederick is 32 degrees and hagerstown, we're 32. chilly start to the day. it should warm up a little bit today. it is not going to be a terribly warm day but a little bit more comfortable with sunshine building in this afternoon. highs should be in the mid-40s. that is a little better. here is a look at your satellite-radar. we are locking at decent conditions for your morning commute. we are not concerned with any rain and/or winter precip this morning. i mention the the high pressure. that will give us par shall sunshine this afternoon. then chilly conditions tonight. then our focus will turn to our south and west as an area of landlord looks like it is going

and we've got the pens tomorrow night. >> right now on the road, 66 eastbound so far so good. no issues reported coming inbound out of manassas. light traffic volume continuing eastbound towards fair oaks and 123-6789 they are doing some emergency roadwork now cleared on the road. no issues reported southbound along 270-6789 lanes are open, the pace is good leaving i-70 headed out towards hyattstown. top stretch of the beltway, you are in great shape between college park and bethesda. no issues to report on 95 and 295 as you travel between bwi marshall and the beltway. traffic coming across the american legion bridge. traffic flowing freely on the inner loop and outer loop. no problems to report right now inbound on the dulles toll road leaving 28 for the beltway. overnight accident with southbound 59 here in dumfries. that accident has cleared. all lanes open once again. traveling northbound starting to seat volume build as you make your way past route 3. no issues reported in stafford as you continue northbound headed

up towards wood brim and out towards newington. light traffic volume continuing from the capital beltway out to the 14th street bridge. so far, noise and quiet as you cross over the anacostia in southeast by making your way across the sousa bridge, 11th street bridge and the douglass bridge. >> new details about allegations against three local high school students charged in a child pornography case. >> we are hearing from school officials now. lauren demarco has more. >> reporter: fairfax county school board member elizabeth schultz sad to learn that three west springfield high students are facing child pornography charges. >> any time innocence is invaded or lost or eroded, you never get it back. >> reporter: police say the boys ages 15 to 16 targeted six girls, some of whom also attend west springfield. sources tell fox 5 the other victims are students at robin

son and lake braddock secondary schools. the boys are accused of getting the girls drunk, having sex with them and making and distributing videos. it allegedly happened over an extended period of time. on monday, west springfield's principal september an e-mail to parents stating in part while arrests were made here at the school, the students did not engage in any of these alleged behaviors at school or during school hours. students tell fox 5 the boys were arrested during class, something the schultz takes issue with. >> the arrests in a disool building that didn't have anything to do with what happened during school time. public school should not be used as an extension of the juvenile justice system. >> reporter: she says school officials are working with police to come to an agreement on how situations like this will be handled in the future. meantime, with the cell phones and abundance of technology available to kids these days, she says parents are key to preventing them from making the wrong choices. >> with the social media, facebook, twitter, the time

that kids are out of your home, be aware of what is going on. put some boundaries and maybe make some unpopular choices in telling your children no that they can't go some place or be some place or stay some place x period of time. >> that was fox 5's lauren demarco reporting. because the school system does not comment on disciplinary measures, we do not know if three students were suspended or expelled. in alexandria, a 10-year- old was arrested yesterday for bringing a toy gun to school. the student is a fifth grader at douglas macarthur elementary. police say monday affect is he was riding home on the school bus when he showed the toy gun to another student. he did not say it was a fake. another students' parents found out what happened and the incident was reported to police. when the 10-year-old arrived at school yesterday, school officials found the gun, the fake gun, in his bag again. the child was arrested and taken to juvenile detention for

booking. he is charged with brandishing a weapon. the fifth grader has been released. he was suspended in the alexandria schools superintendent says further action is being considered. it could soon be easier for parents to know how their child's school ranks. virginia's senate has passed a bill that would assign schools in a state an actual grade based on the traditional a through f scale. governor bob mcdonnell says the change will allow parents and teachers to push for improvements to their schools. coming up next on fox 5 morning news. who doesn't want to catch a nap at work every know and then. >> that sounds good right about now. we'll show you what one company is doing to encourage employees to take a break and catch up on their shut-eye at the same time. >> i would never wake up. >> that is the problem right there. i would probably never get up.

around here today. >> no issues, no major weather issues. got a little fog developing east of the bay. hay sprinkle or flurry here locally during the overnight hours. that is about it. should be your commute. this morning should be fine. maybe a little sunshine. something we haven't done a whole lot of it seems like this month. >> we could use it. >> temperatures in the 40s. most of the area is in the low 30s and even some 20s out there. regionally, you can see we're in the 20s. 28 in pittsburgh. 21 out in detroit. as you head up 9 5, boston is 26 degrees and new york city, 31. so plenty of cold here. sort of typical february weather expected for our wednesday. a little cloud cover to start your day. that is our clipper system. if you look really carefully, you will see that it generated a sprinkle or flurry. that is the very light green you see there as it moved on through here during the overnight hours. but those showers have really tapered off. we'll get breaks in the cloud

serious condition after the officer shot him. d.c. police say officers were responding to a domestic violence call last night on 13th street in northwest. when officers arrived, the suspect attacked the officer with a knife. that officer received two puncture wounds to his back. the victim was shot in the head and is in serious condition at the hospital. he will be charged with burglary and assault of a police officer. also new this morning, a powerful quake in the south pacific. it caused a small tsunami to slam into the solomon islands killing at least five people and damaging dozens of homes. two waves about five feet high hit one of the islands. the 8.0 quake also caused tsunami watches across the pacific overnight. they are all canceled as of now. more now on a big story we are following this morning. congress has less than one month before billions of dollars in federal spending cuts will take effect. >> the looming budget deadline means hundreds of thousands of jobs in our area could be at risk. melanie alnwick is live on capitol hill with the latest.

>> reporter: well, if you feel like we've been here before, it is because we have. these cuts were originally scheduled to kick in january 1st. that was because of congress' inability to agree to a broader package of deficit reductions back in 2011 and 2012. remember the super committee. all of this goes back to republicans agreeing to raise the debt ceiling back in 2011. once again on january 1st, remember the whole fiscal cliff. now, these cuts were pushed off for another 06 days and here we are. the terms of the earlier deal, congress must now find $85 billion in deficit reduction somewhere by march 1st. otherwise, pentagon spending will shrink by 7.9%. medicare would take a 2% reduction. the president prefers an option that raises more money by closing tax loopholes. republicans want to stick with spending cuts saying they railroad agreed to tax hikes actually study by george mason university estimated 448,000

jobs in d.c., maryland and virginia would be affected by those budget cuts. the sequestration cuts are up popular with both parties. yet, there doesn't sound like there is much agreement yet on how to avoid them. >> deep, indiscriminate cuts to things like education and training, energy and national security will cost us jobs. it will slowdown our recovery. >> but the president's budget is late again. senate democrats haven't done a budge net nearly four years and none of them have a plan to replace the sequester. >> the uncertainty has caused a lot of instability for local government agencies as well as defense and other government contractors. several republican lawmakers have signaled that they may be willing to finally let these cuts kick in saying that they believe it is the only way to achieve true deficit reduction. we do expect that president obama will probably discuss this with senate democrats when

they meet up today in annapolis for their annual retreat. >> thank you. d.c. mayor vincent gray described the ski as a success story during his third annual state of the district address. last night's speech was held at the 16th and i historic synagogue in northwest. the mayor rolls off a number of achievements that he says proved the dribbing is well on its way to being a big league world class city. he touted a drop in crime, a 3% drop in up employment and unprecedented development. >> the droix is booming with new businesses, new development and newly revitalized neighborhoods. -- the district is booming. >> all of this economic activity has created 28,000 new private sector jobs in the past two years. -- the district is well on its way to being a big world class city. coming up next, a look at

sit president barack obama will visit israel this spring for the first time as president. he will meet with palestinian leaders to revive the middle east peace process. reports in the israeli press say president obama will visit march 20th. no confirmation from the white house on that. the president of iran gets a warm reception in egypt. his visit to cairo is the first by an iranian leader in 30 years. the head of egypt's shiites tells him to stay out of egyptian politics. the meeting with the egyptian president is getting the it exof policy makers in the u.s. there were some tense

sun this week. hopefully, we'll get some sun in here. this is last in the series of the clippers we've been talking b this one brought two sprinkles an a flurry to the region. you can see nothing going on right now. we should have a nice dry commute here for your morning and later this afternoon, we should be nice and dry as well. we should see some sunshine break out. clouds will start to break up a little later today as high pressure builds in. we'll be in no a quiet couple of days. today and tomorrow will be quiet. our next storm system will take place and move up the coast thursday night and friday. this one could have some complications in the form of a wintry mix toe start. here we are at 5:00 this afternoon. so again, we are nice and quiet today. tomorrow looks nice and quiet. we'll get more clouds during the day tomorrow. there we are. this is early friday morning. notice we are getting that rain- sound line set up once again across the area with snow to the north and west. rain to the south and east. and then it transitions to the morning hours friday over to rain for most of the region. butt we could have some issues
